It is（was）the first time that … 引出的定语从句必须用完成时，而不能与主句里的is（was）时态相同。
这样的规定是来自于“It is（was）the first time that …”这一固定句型的含义。在英语里该句型表示“此事第一次发生，而它以前从未发生过”，它表示的是一个过去的事情对现在的持续影响，所以必须用现在（或过去）完成时。例如：
This is the first time that she has shown her anger. (她过去从未怒形于色，这次是头一次，是一个对现在有持续影响的状态，必须用完成时；has shown与is相呼应。)
It was the first time that we had found a common ground. (我们过去从未找到过共同点，那是头一回，表示持续到那时的影响，也应该用完成时；had found与was相呼应。)
